Who is responsible for rising energy costs?
Today, the Civic Movement “Construim Încredere” submitted three official requests to the President of the Republic of Moldova, the Prime Minister of the Republic of Moldova, and the Speaker of Parliament, in the context of successive increases in natural gas and district heating tariffs.
Through these requests, we asked for specific information and clear answers regarding the decisions taken so far, the measures that are to be implemented, and how the authorities intend to reduce the impact of rising energy costs on households.
Among other things, we asked the Government for information about Energocom’s procurement portfolio for the cold season, long-term contracts, the structure and costs of energy purchases, the impact of the new tariffs on household bills, and the parameters of the compensation scheme for the 2026–2027 cold season. We also called for measures related to compensation, energy taxation, and the acceleration of energy-efficiency programmes.
We asked Parliament to use its parliamentary oversight instruments, including scrutiny of the compensation scheme and the impact of fiscal policies on consumers’ bills, as well as consideration of legislative measures for the cold season.
We addressed the Presidency with questions concerning discussions and negotiations aimed at securing long-term gas supplies, instruments that could contribute to greater price stability, and the support requested from external partners to protect vulnerable consumers.
The key question is simple: what has been done, what has not been done, and what will be done next?
We believe it is important for people to see not only the final outcome of decisions that affect their bills, but also the explanations, data, and measures behind those decisions.

In our requests, we stated that we will make public both the content of our submissions and the responses received — or the absence of a response within the legally prescribed deadline.
