POSITION PAPER on the measures proposed by the Government to prevent excessive remuneration in public entities
The Civic Movement “Construim Încredere” supports the Government’s initiative to limit unjustifiably high remuneration in the public sector. However, it considers that merely imposing salary caps does not address the underlying problem.
According to the data analysed by the Government, 439 individuals employed by 125 public entities received net monthly salaries exceeding MDL 50,000, including 152 individuals whose salaries exceeded MDL 80,000. At the same time, 85.8% of employees earned less than MDL 20,000 per month.
The Movement emphasises that these disparities result not only from flawed remuneration policies, but also from non-transparent appointments, insufficient oversight, and the weak correlation between remuneration, competence, and performance.
In this context, the Movement calls on the Government and Parliament to transform the announced measures into a comprehensive reform of the governance of public entities. The reform should include transparent and merit-based selection procedures for management positions, disclosure of salaries and benefits, reviews of the highest remuneration packages, recovery of unlawfully paid funds, independent external audits, performance indicators established in advance, and accountability for individuals who approve unjustified remuneration.
At the same time, the Movement calls for safeguards to ensure that reducing the size of administrative boards or eliminating certain oversight structures does not result in an even greater concentration of political or administrative power.
